These terms apply to the PAN MITRA website and Pan Mitra app. Review the relevant service, price, privacy notice and refund conditions before registering, paying or submitting a request. PAN MITRA facilitates services; it does not represent a government entity or guarantee PAN approval.
2. Accounts, eligibility and agents
Account holders must be at least 18 and legally capable of entering into an agreement. Provide accurate details, complete applicable KYC checks, protect your login and notify us of unauthorized access.
Retailers/distributors may create or manage other users only within their assigned permissions and with those users’ knowledge and authorization. Collect customer documents only for the requested service, explain where the information will go and obtain the necessary customer or parent/guardian authorization. Do not share customer records with unrelated people.
3. Available services
- Offline PAN applications: PAN MITRA collects customer details and documents and submits requests through the relevant UTI processing channel.
- SmartNSDL Offline PAN: PAN MITRA handles documents and backend submission through the relevant NSDL processing channel.
- NSDL eKYC PAN: a hosted provider module handles the application/authentication flow.
- UTI coupons and portal wallet purchases: credits or coupons are arranged for use under the relevant portal's rules.
- Mobile/DTH recharge, FASTag recharge and electricity bill payment: requests are routed to the applicable service provider, operator or biller.
- Vehicle insurance: a third-party insurance module handles proposals and policies; provider terms govern cover, exclusions, cancellation and claims.
- PAN detail checks: backend API requests may be made only for a legitimate, authorized purpose.
- Self-registration, user management and online account funding are available according to account permissions and service activation.
Availability, eligibility, service fees and provider requirements can differ by service. Review them before submitting. New services require their relevant notices and conditions.
4. Prices, wallet balance and payment
Review registration, activation, service, provider and applicable tax charges before confirming a purchase. PAN MITRA account balance is used to pay for available services. Do not treat it as a savings account or an interest-bearing deposit.
Gateway payments are credited after successful verification. If the bank debits money but the account is not credited, preserve the transaction reference and contact support; avoid repeatedly paying while the status is pending. Transfer, withdrawal and UTI portal-balance rules depend on the particular service and must be checked before purchase.
Registration fees normally cover onboarding and are non-refundable once that service is provided, subject to applicable law and correction of erroneous or duplicate charges. Refunds and unused balances on closure are addressed in the Refund & Cancellation Policy.
5. Submission and fulfilment
Check names, PAN/Aadhaar details, recharge numbers, consumer IDs, vehicle identifiers and documents carefully. Final PAN decisions and processing times depend on the relevant processing agency or authority. Operator, biller and insurer confirmation determines fulfilment of those services.
Once a request is forwarded or completed, cancellation may be unavailable. An unsuccessful provider outcome is not the same as a confirmed technical failure. Do not submit duplicate requests while a transaction is pending; contact support for reconciliation.
6. Acceptable use
Do not use forged documents, impersonate another person, conduct unauthorized PAN searches, misuse payment instruments, scrape customer data, bypass access restrictions or create accounts to commit fraud. PAN MITRA may restrict affected access while investigating misuse or complying with a legal direction. Disputed funds are handled according to the investigation and applicable law; suspicion alone does not establish forfeiture.
7. Privacy, closure and complaints
See our Privacy Policy for data handling and our account deletion page to request account and associated-data deletion. Deleting an account does not cancel a submitted PAN application, bill payment or insurance policy. Pending transactions, eligible balances and legally required records are addressed during closure.
Contact PAN MITRA with the relevant reference for service or privacy complaints. You retain any remedies available under applicable law.
8. Service limitations and changes
Provider outages, incorrect information and events outside our control can affect a request. PAN MITRA remains responsible for its own obligations under applicable law. Nothing in these terms excludes a right or liability that cannot legally be excluded.
Indian law applies to these services, subject to mandatory rights and competent forums. Changes will be published with an updated date; material new processing or permissions require appropriate notice and consent where applicable.
